My biggest tip to anyone struggling with these is to climb onto the rooftops a decent distance away. If you climb too close to the page it will start to blow away before you get a chance to reach it, forcing you to chase after it, which usually ends badly.Instead, get on the rooftops earlier, and just run at it. I’ve collected many of the pages before they even really start to move by this method.
